EU Office in Kosovo Demands Urgent Meeting With KPK Leadership Amid Escalating Institutional Turmoil

The European Union Office in Kosovo has requested an urgent meeting with the Chair of the Kosovo Prosecutorial Council (KPK), Ardian Hajdaraj, insisting that all members of the Council be present, following a series of destabilizing developments within the institution.

The email—published by Betimi për Drejtësi—was sent by Eva Palatová, Acting Head of the EU Office in Kosovo. In it, Palatová calls for a meeting on 3 December, emphasizing the gravity of the situation.

“Given the importance of the matter, it is essential that the meeting be held with the participation of all KPK members,” the email states.

EU Seeks Full Accountability

In her message, Palatová stresses that the gathering should serve as a continuation of issues previously raised by Ambassador Orav in his letter dated 28 May, directed to the members of the Council.

She requested that the meeting take place at 10:00 or 11:00, depending on availability, and asked the KPK Chair to ensure full attendance.
“We kindly ask you to make the necessary arrangements so that all members can attend,” the email continues.

Palatová also confirmed her readiness to join the meeting at the KPK premises.


Background: KPK in Deep Crisis After Controversial Dismissal

The turmoil within the KPK escalated after the dismissal of Besim Kelmendi from the position of Acting Chief State Prosecutor during the 20 November meeting.
The decision—taken by only five members present—occurred after Kelmendi and four other members left the session due to lack of quorum, a move that has since been widely criticized as unlawful.

Kelmendi has filed a lawsuit against the KPK, seeking annulment of the decision.

During the next meeting on 1 December, Agron Qalaj, appointed by the remaining five members as the new Acting Chief State Prosecutor, was present. Qalaj stated he would participate only as an ex-officio member, without engaging in decision-making until the court rules on the disputed case.

The meeting was marked by intense disputes, with several members arguing that Qalaj’s presence rendered the quorum illegitimate. This led to walkouts by Visar Krasniqi, Veton Shabani, Dardan Vuniqi, and Arian Gashi.

Amid the escalating conflict, a proposal was introduced to include on the agenda the dismissal of KPK Chair Ardian Hajdaraj.
