The Kosovo Democratic Institute (KDI) assesses that the unanimous approval of the report from the Commission for the Verification of Mandates and the swearing-in of the deputies represent an important step toward concluding the constitutive session of the Assembly of Kosovo.
“Even though the report did not include formal resignations, the meeting minutes contained verbal declarations from the Acting Prime Minister and ministers, which were used as a basis to overcome the deadlock — a solution that is politically debatable and legally unclear. However, the election of the Speaker of the Assembly — the most essential step in constituting the Assembly — did not take place. The candidate proposed by Vetëvendosje did not secure enough votes, and the session was suspended.”
KDI calls on all deputies, regardless of political affiliation, to contribute to successfully concluding the constitutive session.
“However, we emphasize that the primary responsibility lies with the largest party in the Assembly, Vetëvendosje, which has the duty to lead the process and do whatever is required — including political discussions and compromises — to secure a majority for electing the Speaker. Any further delay in this process not only hampers the functioning of institutions but also risks deepening the political and institutional crisis.”
KDI reminds that the full operationalization of the Assembly is a prerequisite for all other democratic developments in the country, including the formation of the Government.
