Requests for Electricity Price Increase in Kosovo, ZRRE to Hold Public Consultations

Kosovo’s Energy Regulatory Office (ZRRE) has confirmed receiving requests from KOSTT, KEDS, and KESCO for an adjustment in electricity tariffs, which are typically announced annually on April 1.

ZRRE stated that the requests for increasing electricity prices will undergo a thorough assessment, followed by a two-week public consultation period.

“The request for adjusting the Maximum Allowed Revenues for 2025 has been submitted by KOSTT, KEDS, and KESCO and includes a proposal for higher electricity tariffs. The exact submission dates are available in ZRRE’s reports on its official website,” the statement reads.

Following the assessment, ZRRE will publish a consultation report outlining its analysis and recommendations, allowing the public and stakeholders to provide input. After reviewing public feedback, ZRRE will propose a final decision, which will be sent to its board for approval. Until this process is completed, the regulator has stated that it cannot confirm whether tariffs will increase or decrease for 2025.

ZRRE annually reviews and sets electricity tariffs, which apply from April 1 to March 31 of the following year.

In 2024, ZRRE reduced electricity prices for commercial and industrial consumers by 3%, while in 2023, tariffs increased by 15% across all consumer categories.

Currently, for consumers using up to 800 kilowatt-hours (kWh) per month, the daytime electricity rate is 7.79 cents per kWh, while consumption exceeding 800 kWh is charged at 14.45 cents per kWh.

During off-peak hours (10:00 PM to 7:00 AM), the rate is 3.34 cents per kWh for consumption up to 800 kWh and 6.81 cents per kWh for higher usage.
