For the tenth time, Kosovo’s Parliament has failed to convene, as Vetëvendosje (LVV) once again demanded a secret ballot to elect the Speaker of the Assembly. The session has been rescheduled for tomorrow at 11:00 AM.

Opposition Blocks Albulena Haxhiu’s Candidacy

Despite repeated attempts, LVV’s nominee Albulena Haxhiu has not secured enough support. PDK, LDK, and AAK have all made it clear they will not vote for her as Speaker. However, Vetëvendosje has refused to change its candidate.

Key Point: The failure to elect the Speaker also delays the election of Deputy Speakers and the formation of the next government.


Parliamentary Gridlock Stalls Government Formation

According to the legal process, once the Speaker and Deputy Speakers are elected, the winning party—LVV, which won the most seats—has the right to propose the Prime Minister-designate.

  • If LVV fails to form a government within 15 days, President Vjosa Osmani may mandate another party that can prove it has the required 61-vote majority.
  • If this second attempt fails, new elections must be called.

This political deadlock risks triggering another round of national elections, deepening Kosovo’s institutional crisis.

The Assembly is set to reconvene on May 5, 2025, at 11:00 AM, though prospects of a breakthrough remain uncertain. Pressure is mounting as Kosovo faces a stalled legislative process and delayed government formation, just weeks after parliamentary elections.
