Kuçi: Resolution 1244 Has Collapsed — The Question Now Is What Serbia Is Preparing Next

Gurakuç Kuçi, a senior researcher at the OCTOPUS Institute for Hybrid Warfare Studies, has stated that UN Security Council Resolution 1244 no longer functions as a legal basis and should be regarded as a closed chapter in relation to Kosovo’s status.

In a post on social media, Kuçi emphasized that since the advisory opinion of the International Court of Justice (ICJ), it has become clear—both legally and in practice—that Resolution 1244 has lost its original purpose and relevance.

According to Kuçi, the irony lies in the fact that the process leading to this outcome was initiated by Serbia itself, while today Serbian President Aleksandar Vučić implicitly acknowledges this reality, not through serious political reflection, but rather through political cynicism.

Kuçi recalled that for years Belgrade used Resolution 1244 as a narrative shield, promoting dangerous claims, including the alleged right of the Serbian army to return to Kosovo, narratives inspired by Russian interventions in Georgia and Ukraine. These claims, he noted, were strongly encouraged by Moscow, but have been clearly rejected by Western states.

He also cited statements by U.S. diplomat James O’Brien, who underlined that Resolution 1244 opened a political process, a process that evolved and ultimately concluded with Kosovo’s independence.

Kuçi highlighted several key facts that should not be ignored:

  • Resolution 1244 was a temporary framework established after 1999
  • The International Court of Justice confirmed that Kosovo’s declaration of independence did not violate international law, nor Resolution 1244 itself
  • The United Nations effectively sealed this reality through Resolution A/RES/64/298

In conclusion, Kuçi raised a clear warning:

“If Resolution 1244 has collapsed even for Vučić, the real question is this: what is Serbia preparing to do against Kosovo now—and are we ready to read the signs in time?”
