The Central Election Commission (CEC) has announced that the official lottery to determine the ranking of political entities on the ballot paper for the upcoming early parliamentary elections will take place tomorrow, Saturday, May 16, 2026.

The elections for the Assembly of Kosovo are scheduled for June 7, 2026. The lottery ceremony will be held at 11:00 AM at the “Swiss Diamond” Hotel in Prishtina.

The Process and Historical Context

This procedure will assign specific numbers to each political party, coalition, and independent candidate. In Kosovo’s previous parliamentary elections, the major parties competed with the following numbers:

  • Lëvizja Vetëvendosje (LVV): 116
  • Partia Demokratike e Kosovës (PDK): 130
  • Lidhja Demokratike e Kosovës (LDK): 123
  • Aleanca për Ardhmërinë e Kosovës (AAK): 129
  • Nisma Socialdemokrate: 122

The “Ballot Order Effect”

The lottery is more than just a procedural formality; it carries significant political and psychological weight due to what political scientists call the “ballot order effect.”

  • Psychological Advantage: Parties that secure the top positions on a list or receive “catchy,” easy-to-remember numbers often gain a psychological edge with certain demographics.
  • The Undecided Voter: Studies suggest that undecided or hurried voters are statistically more likely to select entities that appear at the beginning of the ballot.
  • Institutional Neutrality: By using a lottery system, the CEC ensures equal treatment for all political subjects, preventing any institutional favoritism or arbitrary placement that could influence the democratic outcome.

The event tomorrow marks the final major administrative step before the official start of the intensive election campaign period.
