New EU Kosovo Envoy Dirk Schübel Charged with Reviving Belgrade-Prishtina Talks

The European Council has officially appointed veteran German diplomat Dirk Schübel as the new European Union Special Representative (EUSR) to the Republic of Kosovo.

Schübel, a seasoned foreign policy expert who currently serves as the Head of the Russia Division within the European External Action Service (EEAS), steps into the role with an extensive background in senior leadership positions across the EEAS, the European Commission, and the German Federal Foreign Office.

Core Pillars of the EUSR Mandate

According to the official announcement by the European Council, Schübel’s mandate is heavily geared toward institutional stabilization, democratic growth, and pushing forward Kosovo’s strategic alignment with Western Europe. The Council outlined several core responsibilities:

A Direct Mandate to Support the Belgrade-Prishtina Dialogue

A critical component of Schübel’s deployment will be his active engagement with regional geopolitics. The European Council explicitly highlighted that his responsibilities include supporting and facilitating the ongoing Belgrade-Prishtina Dialogue.

By tying his political guidance directly to both EULEX and the diplomatic talks between Kosovo and Serbia, Brussels intends to use Schübel’s extensive diplomatic weight to de-escalate regional frictions, enforce cross-border agreements, and ensure that both nations make measurable progress toward eventual EU integration.
