Following the failed constitutive session of the Kosovo Assembly, President Vjosa Osmani has officially responded to Avni Dehari, the acting chair of the session, urging deputies to reconvene within 48 hours.
In her response, Osmani emphasized that the Constitution obliges deputies to activate institutions, not block them.
“The Constitution obliges you to bring processes to life, not to block them. Convene within 48 hours,” reads her letter, as reported by KosovaPress.
Citing the Constitutional Court ruling in Case No. K072/20, Osmani highlighted that constitutional structures must be interpreted in a way that enables the functioning of institutions born from the citizens’ vote. She stressed that no constitutional provision should be used to hinder the establishment and effective operation of the legislative and executive branches.
Additionally, she referred to Case No. K0119/14, which underscores the obligation of all deputies to find mechanisms to ensure the functioning of the Assembly, and the responsibility of the chairperson of the constitutive session to fulfill duties in accordance with the Constitution and the Rules of Procedure.
“The judicial practice of the Constitutional Court now has binding authority. It is the responsibility of all to contribute to the functioning of institutions derived from the will of the people,” Osmani wrote.
With the political deadlock intensifying, the pressure is now mounting on parliamentary parties to find a resolution within the next 48 hours and avoid a deeper institutional crisis.
