President Osmani Refuses to Comment on the Failure of the Assembly’s Constitutive Sessions

The President of Kosovo, Vjosa Osmani, has declined to comment on the failure of the two constitutive sessions of the Assembly of Kosovo.

After paying respects at the Martyrs’ Cemetery Complex in Velani, Osmani was asked about the interruptions of the sessions. However, she stated that during such events – where martyrs are honored – political matters should not be discussed.

“As you know, we have a practice that whenever we commemorate martyrs, out of respect for them, we do not mix political issues with this honor,” Osmani said.

The first attempt to constitute the Assembly was on April 15, but the PDK, LDK, and AAK voted against the report of the Temporary Commission for the Verification of Mandates.

Parties that had previously been in opposition insist that members of the outgoing government should formally resign before taking the oath as deputies.

For the incumbent Prime Minister, Albin Kurti, this is not necessary, as according to him, the government has been in office since March – the period following the certification of the February 9 elections.

According to the Law on Government, if a member of the executive is elected as a deputy in the Assembly, they must resign from their government post before the day of the certification of election results.

According to the Assembly’s rules, deputies must convene every 48 hours.

On Thursday, April 17, the elected deputies failed for the second time to constitute the legislative body.

The session chairman, Avni Dehari of LVV, called the political parties for consultation and then interrupted the session, stating that “there was no consensus” on how to proceed.

PDK, LDK, and AAK criticized the Self-Determination Movement for the session’s failure, claiming it was due to “political deals.”

The swearing-in of the deputies would have paved the way for the election of the Assembly Speaker and the subsequent new government.

So far, LVV, as the winning party, has not disclosed the name of the person they will propose for Speaker of the Assembly, nor whether they have the votes to elect them.
