Process of Forming Kosovo’s New Institutions

Kosovo is approaching the next stage of establishing its new institutions following the June 7 elections. Acting President Albulena Haxhiu has announced that discussions on electing a new president will begin after the certification of the election results, emphasizing that the immediate priorities remain the constitution of the Assembly and the formation of a new government.

Meanwhile, political analysts argue that the positions of the major political parties remain unchanged, warning that the presidential election process could face delays and institutional disagreements.

The Central Election Commission of Kosovo is currently awaiting the completion of appeal procedures before announcing the final election results.

According to Haxhiu, meetings with political parties regarding the election of the new president will commence once the results are officially certified. She reiterated that the first priority is the establishment of the Assembly and the new government, after which the issue of the presidency will be addressed.

Haxhiu stated that the best solution would be the selection of a consensual candidate who is not affiliated with any political party. She also ruled out the possibility of being a candidate for president herself. Regarding a potential candidacy for Speaker of the Assembly, she said the decision rests with the ruling Vetëvendosje Movement.

She expressed confidence that the parliamentary majority has the necessary votes to form the next government.

However, political analyst Adrian Zeqiri believes that party positions regarding the presidency have not changed and that the process may encounter further delays. According to him, Kosovo could soon have a new Assembly and Government, but the election of a president may become entangled in institutional procedures and constitutional interpretations.

The Central Election Commission has confirmed that it is waiting for all appeals to be finalized before declaring the official election results. KQZ spokesperson Valmir Elezi stated that the institution will act immediately once the decisions of the competent bodies become legally binding.
