The journey of Ukraine and Moldova toward European Union membership marked a historic breakthrough this Tuesday, July 14, 2026. During a meeting of European Affairs ministers in Brussels, EU member states officially approved the opening of Chapter 6 of the accession negotiations.

This development unfolds on an extraordinary diplomatic day now widely dubbed the “Super Tuesday” of EU enlargement, as four candidate nations simultaneously achieved major milestones in their integration paths.

What Does Chapter 6 Represent?

Chapter 6, which covers External Relations, belongs to one of the most strategically significant negotiation clusters. It requires candidate countries to fully align their foreign, security, and defense policies with the established standards of the European Union.

“We have reached another important milestone today in Ukraine’s path toward EU membership by opening another key negotiation chapter. This is a testament to the country’s commitment to moving forward as quickly as possible.”

Thomas Byrne, Irish Minister of State for European Affairs

Ireland, which currently holds the rotating Presidency of the Council of the EU (July–December 2026), led the discussions on behalf of the 27 member states. For Ukraine, this marks the second chapter to be opened, following Chapter 1 (Fundamentals and the Rule of Law).

Parallel Paths: Ukraine and Moldova

Due to shifting geopolitical realities and their joint applications following the Russian invasion of Ukraine, the accession timelines for both nations remain closely intertwined:

  • Ukraine formally opened negotiations on Chapter 6 after clearing technical assessments and required preliminary reforms.
  • Moldova is moving along the exact same track with the opening of Chapter 6, mirroring mutual progress in defense integration and trade alignment.

The Western Balkans: Albania and Montenegro Secure Major Progress

Alongside Ukraine and Moldova, this “Super Tuesday” delivered highly positive outcomes for the Western Balkans. Montenegro and Albania, currently the frontrunners in the regional accession race, took massive strides forward:

CountryNew Accession StatusArea of Impact
MontenegroTemporarily Closes Two Key ChaptersChapter 8 (Competition) and Chapter 29 (Customs Union).
AlbaniaCloses First Three Technical ChaptersChapter 25 (Science/Research), Chapter 26 (Education/Culture), and Chapter 30 (External Relations).

MoldovaOpens Chapter 6Harmonization of foreign policy with EU-wide doctrines.

“Momentum Must Be Transformed into Results”

The newly appointed European Commissioner for Enlargement, Marta Kos, emphasized that this dynamic progress proves the EU’s door remains open for those who fulfill the criteria, but she cautioned that reforms must yield real institutional changes.

“Today is a ‘Super Tuesday’ for EU enlargement. For the first time in more than two decades, we are holding four intergovernmental conferences on the same day. The momentum created today must now be transformed into concrete results on the ground.”

Marta Kos, EU Commissioner for Enlargement

Despite the breakthrough, officials in Brussels reiterated that the road to full membership remains a long and rigorous technical process, requiring candidate states to successfully navigate all 35 negotiation chapters.
