Three suspects in Ibër-Lepenc canal attack plead not guilty

The defendants Dragisha and Jovan Viqentijeviq, along with Igor Dimoviq, who is defending himself while remaining at liberty, have pleaded not guilty to the charges related to the November 29, 2024 attack on the Ibër-Lepenc canal in Varagë, Zubin Potok.

During their appearance before the Basic Court in Pristina, all three defendants rejected the allegations against them.

“I do not feel guilty,” said Jovan Viqentijeviq, while Dragisha Viqentijeviq and Igor Dimoviq also denied responsibility for the alleged offences.

According to the indictment filed by the Special Prosecution of Kosovo, the Viqentijeviq brothers allegedly placed an explosive device on the Ibër-Lepenc canal on November 29, 2024, at around 18:50, in the village of Varagë, Zubin Potok. The canal is considered critical infrastructure, supplying drinking water and supporting the needs of the Kosovo Energy Corporation (KEK) for electricity production.

The prosecution alleges that the defendants, together with other unidentified individuals, acted following a prior agreement with the aim of seriously intimidating the population and endangering the constitutional order and security of the Republic of Kosovo.

According to the indictment, approximately 20 kilograms of military-grade TNT explosives were placed inside the canal using a bag attached to a concrete pole. The explosion allegedly caused significant damage to the canal’s structure, disrupting water supplies to several municipalities and affecting KEK’s operations.

The Special Prosecution claims that the attack caused material damage estimated at €376,774.70 to the Ibër-Lepenc company and posed a serious risk to public safety and critical state infrastructure.

The defendants are charged with “endangering the constitutional order through the destruction or damage of public installations and equipment” in connection with “committing a terrorist act” under the Criminal Code of Kosovo.

The Viqentijeviq brothers are also charged with unauthorized possession of weapons. According to the prosecution, a significant quantity of military weapons was found and seized during police searches at their homes in Zubin Potok and the village of Prevllak.
