Although Kellogg will participate in today’s discussions, U.S. Secretary of State Marco Rubio, who participated in peace talks in Paris last week, will not be able to join the meeting due to a “scheduling conflict.” It is unclear whether Rubio’s absence means the U.S. has lowered its expectations for the talks, especially after Trump expressed hope on Sunday that Moscow and Kyiv could reach an agreement this week to end the three-year conflict.
If everything goes well during today’s discussions, Trump’s special envoy, Steve Witkoff, will present the plan to Putin. Potential obstacles to the proposal include the lack of a clear security guarantee for Ukraine from the U.S. and Putin’s unwillingness to give up the territories proposed in Trump’s plan.
