Kosovo Foreign Minister Responds to Serbia: Law on Foreigners Is Not Discriminatory

During the United Nations Security Council session, Glauk Konjufca, Kosovo’s Minister of Foreign Affairs, responded to claims by Marko Gjuriq regarding alleged violations of Serb rights under Kosovo’s Law on Foreigners.

Konjufca emphasized that no country allows undocumented foreigners to reside on its territory, reminding Serbia of its treatment of Albanians in the Presevo Valley through address deactivations.

“There is a clear distinction between citizens and foreigners. No UN member state, nor any Security Council member, permits undocumented foreign nationals to remain indefinitely,” Konjufca stated, adding that the Law on Foreigners aims to improve services for all citizens.

He underscored that the law is not discriminatory against any community.

“This is a law based on European standards. We cannot allow parallel systems. The Law on Foreigners reflects Kosovo’s obligations under the Stabilisation and Association Agreement with the EU,” Konjufca added.

The minister clarified that Kosovo does not intend to close Serbian-language healthcare or educational institutions, but expects them to operate within the legal framework of the country.

This statement was in response to Gjuriq’s claims that Kosovo’s only Serbian-language university is treated as an illegal parallel structure. Gjuriq also claimed that Serbia has not interfered in elections, but merely encouraged citizens to participate.
