The Information and Privacy Agency of Kosovo (AIP) marked its 5th anniversary on June 25, 2026, drawing praise from domestic leaders and international watchdogs for its role in advancing institutional transparency and personal data protection over the half-decade since its inception.

The high-level event featured dynamic discussions on aligning Kosovo’s digital frameworks with the European Union’s General Data Protection Regulation (GDPR) and expanding access to public documents.

Transparency and Privacy: Dual Pillars of Democracy

Speaking at the anniversary ceremony, Acting President Albulena Haxhiu underscored the delicate structural equilibrium that an independent data agency must preserve within a modern state apparatus.

  • The Balance: Haxhiu remarked that a progressive democracy views transparency and privacy as two indispensable guarantees—one makes state power visible and accountable to the electorate, while the other defends the individual citizen from arbitrary government overreach.
  • Capacity Milestones: Information and Privacy Commissioner Krenare Sogojeva detailed the agency’s institutional trajectory. Sogojeva highlighted that capacity-building and widespread public compliance had been primary launch objectives, ultimately resulting in the structural training of thousands of public and private sector administrators across Kosovo.

European Commendation and Cross-Border Networks

AIP’s integration into international privacy networks received a significant endorsement from Zdravko Vukić, the Director of the Croatian Personal Data Protection Agency (AZOP).

Zdravko Vukić (Director, AZOP): Speaking from the perspective of the EU framework, the European data protection ecosystem highly values AIP’s consistent dedication to mirroring strict EU administrative practices. Kosovo’s sustained harmonization efforts are positioning it as a reliable regulatory peer in the Western Balkans.

By standardizing processing methodologies, intensifying inspections, and processing citizen complaints, the AIP has transformed from a newly formed bureaucratic office into an independent enforcement body capable of safeguarding human rights in Kosovo’s rapidly developing digital ecosystem.
