Montenegro Ends Visa-Free Travel for Russian Citizens

Montenegro has decided to end visa-free travel for Russian citizens, who will be required to obtain a visa to enter the country starting 1 October 2026.

According to Montenegrin media outlet DAN, the decision also applies to citizens of Belarus and Peru, who will be subject to the same new entry requirements.

The move brings to an end nearly 18 years of visa-free travel between Montenegro and Russia. During that period, Russian tourists became one of the largest groups of visitors, making Montenegro one of the most popular destinations for Russians in the Balkans.

The decision is part of Podgorica’s efforts to align its visa policy with European Union standards as the country advances in its EU accession process.

For years, Russian tourists have played a significant role in Montenegro’s tourism industry, particularly during the summer season. Under the new rules, they will now have to complete visa procedures before traveling.

The abolition of visa-free travel also closes one of the last relatively easy entry routes for Russian citizens into Europe, as Montenegro had remained one of the few European destinations with fewer travel restrictions for Russian nationals.
