Former Director of Albania’s State Intelligence Service (SHISH), Vlora Hyseni, has handed herself over to Albanian authorities at the Vërmicë–Morinë border crossing between Kosovo and Albania, according to Albanian media.
Top Channel reported that Hyseni had been in Kosovo before presenting herself to Albanian authorities at the border.
Hyseni is under investigation by Albania’s Special Prosecutor’s Office (SPAK), which led the investigation that resulted in the Special Court imposing a house-arrest measure against her, along with her suspension from office.
According to an official SPAK statement, Hyseni is being investigated on suspicion of “supporting the perpetrator of a criminal offense” and “disclosing investigative secrets.”
The house-arrest order could not initially be enforced because Hyseni was in Baku, Azerbaijan, on an official visit where she was attending a conference with intelligence-service officials from several countries.
The investigation also includes a search of the person and residence of former Director General of the Albanian State Police, Ilir Proda, amid suspicions that evidence relevant to the case could be found there.
Hyseni, who previously served as deputy head of Kosovo’s intelligence service, was appointed director of SHISH in 2023. The case is part of a broader corruption investigation being conducted by SPAK.
As with all ongoing criminal proceedings, the allegations against Hyseni remain subject to judicial determination, and she is presumed innocent unless and until a final court decision establishes otherwise.
