Russia has been bombing Ukrainian cities since the beginning of the war in 2022, especially Kharkiv, a major city near the border.
However, Ukrainian attacks in Belgorod, in western Russia, have also intensified recently.
Moscow launched a new offensive in the Kharkiv region in May, which observers say is an attempt to weaken Ukraine’s defenses and make a breakthrough on the front lines.
However, so far the Russians have only occupied a few more kilometers within the Ukrainian border.
“Ten to 15 or 17 kilometers will not completely prevent the Ukrainians from continuing to bomb Russian cities, but the risk is gradually decreasing,” Putin said, adding that caution is needed.
He added that “if the enemy continues to do what they have done so far,” he will think about how to further protect the occupied cities and those within Russia.
Meanwhile, Putin presented his peace plan, which was immediately rejected by Western countries as well as Ukraine itself.
