Chief negotiators’ meeting in Brussels tomorrow, skepticism about progress in dialogue.

On Thursday, October 24, the next meeting in Brussels will take place at the level of chief negotiators in the Kosovo-Serbia dialogue.

However, it is not yet known whether there will be a trilateral meeting or just separate meetings of the parties with the EU Special Representative for dialogue, Miroslav Lajčák.

The government of Kosovo and the European Union have not confirmed whether there will be a joint meeting between Kosovo’s chief negotiator, Besnik Bislimi, and his Serbian counterpart, Petar Petković.

The government says that the discussions will focus on the way forward in implementing the Basic Agreement from Brussels and its annex from Ohrid.

The need for this is also emphasized by the European Union.

EU spokesperson Peter Stano has said that Kosovo and Serbia must move forward and make progress in the dialogue.

No trilateral meeting was held in September either, when Bislimi and Petković traveled to Brussels but only met with the dialogue mediator, Miroslav Lajčák. Kosovo and Serbia reached the Basic Agreement in February 2023 in Brussels.

A month later, an agreement was reached for the implementation annex in Ohrid, North Macedonia.

However, the parties have not yet agreed on the sequencing of the agreement’s implementation.

The government of Kosovo insists on signing the agreement to build trust in the dialogue process, while also demanding the withdrawal of Serbia’s letter sent to Brussels last year, which essentially withdrew from the Brussels agreement and the Ohrid annex.
