Parliament Deadlock: Osmani to Seek Clarification from Constitutional Court Over Legal Consequences

President of Kosovo Vjosa Osmani has announced that she will once again appeal to the Constitutional Court to seek clarification regarding the ongoing political deadlock caused by the failure to constitute the new Parliament.

Speaking during a discussion at the Hudson Institute in Washington D.C., Osmani pointed out that the Court’s most recent ruling did not sufficiently explain the legal consequences if the Assembly of Kosovo fails to constitute itself by the July 26 deadline.

“It’s clear that when we drafted our Constitution, it was impossible to predict every scenario. It was drafted with the positive assumption that lawmakers would cooperate rather than block each other or the institution,” said Osmani.
“Currently, due to a lack of constitutional clarity, Parliament is still not constituted. While the Constitutional Court set a mandatory 30-day deadline ending on July 26, it did not clarify what happens if that deadline is not met. This means I will have to return to the Court and pose this specific question,” she explained.

Despite the uncertainty, President Osmani expressed optimism that the political crisis could be overcome. She stressed the urgent need for a functioning Parliament and government to avoid further damage to the country and its citizens.

“Perhaps we can have a government, no matter how fragile it may be, but we still need one — and we need a fully constituted Assembly to prevent the harm currently being done to Kosovo. Stability is crucial, even though every democracy faces its own challenges,” Osmani added.
“I remember Belgium once went six months without a government every two years, but they had strong institutions in place. Kosovo has also developed sufficiently stable institutions capable of managing daily affairs.”

Osmani’s comments reflect growing pressure on Kosovo’s institutions, as the 30-day deadline — imposed by the Constitutional Court following the failed attempts to elect a Speaker — approaches without a clear path forward.
