EU Fails to Approve New Russia Sanctions Package as Slovakia Withholds Consent

The European Union failed to approve a new package of sanctions against Russia on Tuesday, as Slovakia demanded more guarantees that it would not be harmed by a separate EU plan to phase out Russian gas.

A statement from the office of Slovak Prime Minister Robert Fico indicated that the European Commission had previously pledged to address Slovakia’s concerns, aiming to pave the way for an agreement on EU sanctions against Russia over its invasion of Ukraine.

Slovakia’s representative at a meeting of EU Foreign Ministers on Tuesday was tasked with requesting a postponement of the planned sanctions vote, Fico stated.

“The governmental coalition rejects the idiotic proposal of the European Commission to stop the supply of Russian gas from 2028,” Fico said. “However, it is ready to discuss guarantees that will offer Slovakia some security in gas supply after 2028,” he added.

Kallas Expresses Disappointment; Hope for Wednesday Agreement

EU foreign policy chief Kaja Kallas, speaking after the Foreign Ministers’ meeting, expressed that she was “truly saddened” that the sanctions were not approved, adding that “the ball is now in Slovakia’s court.” She expressed hope that an agreement on the sanctions could still be reached on Wednesday.

Slovakia has blocked the latest sanctions package, which requires unanimous approval from EU member states, until its concerns are addressed regarding an EU proposal to halt Russian gas imports by January 1, 2028.

Slovakia, which continues to import Russian energy and often takes pro-Russian stances on Ukraine, argues that cutting off Russian gas could lead to shortages, increased prices and transit fees, and claims for compensation from Russian supplier Gazprom.

The EU’s proposals for phasing out Russian gas by 2028 – with a gradual phase-out beginning next year – require the support of a reinforced majority of countries to pass, meaning Slovakia alone cannot veto them.
