Lawyer Arianit Koci has weighed in on the upcoming vote in the Kosovo Assembly, stating that there is no violation of the Constitution and emphasizing that the election of Nenad Rašić as Deputy Speaker could unlock the blocked Assembly.
“Tomorrow, the Assembly faces a critical test: the election of a Deputy Speaker from the Serbian community. The candidate is Nenad Rašić – the only candidate who defends the interests of his community while fully recognizing and accepting the Kosovo state. This distinction makes him unique,” Koci explained.
Rašić’s candidacy comes after two failed rounds of voting, and the third round is now the final opportunity. According to Koci, the procedure is fully regular and compliant, with no procedural weaknesses. All parties participated in the previous votes, including the Serbian List, which proposed and voted for Rašić, thus fully legitimizing the process.
Koci highlighted the irony: by not changing the candidate in three consecutive rounds, the Serbian List inadvertently gave Rašić the chance to be drawn in the final vote, creating a real opportunity for him to become Deputy Speaker.
“Today, all legal debates are settled. There is no constitutional breach, no procedural obstacle. The only remaining question is political: will deputies from PDK, LDK, and AAK vote to support Rašić and make the Assembly functional? If they do, the Assembly becomes operational, and the blockade ends. If they refuse, it is clear they prefer a paralyzed Assembly.”
Koci also warned of a potential long-term risk: allowing this situation to persist could give the Serbian List a dangerous tool, enabling them to block the Assembly’s formation whenever convenient. He called it a ‘Pandora’s Box’ scenario, as such control could severely hinder the functioning of Kosovo’s institutions.
