Starting November 1, 2025, the Kosovo Police in the North Mitrovica Region will begin enforcing a law that restricts the use of foreign-plated vehicles with an authorization of more than three months. This measure is in accordance with the Law on Vehicles, and violators will face fines ranging from €200 to €270.
Key Provisions of the Law
The new enforcement clarifies several rules for drivers of foreign-plated vehicles:
- Foreign citizens with temporary residency in Kosovo can use their foreign-registered vehicles for a maximum of three months from the date of entry.
- Kosovo citizens with temporary or permanent residency abroad can also use their foreign-plated vehicles for up to three months. They must have valid residency documentation from the country where the vehicle is registered and present it upon request from an authorized person.
- A Kosovo citizen is not permitted to drive a foreign-registered vehicle belonging to another person without the owner present. A person who imports a vehicle and does not have temporary or permanent residency from the country of import can only drive it for up to eight days.
- Fines for commercial vehicle drivers (buses, trucks over 3500 kg, or vehicles transporting hazardous materials) who exceed the eight-day limit are €270. Fines for other drivers are €200.
The police have stated that these new measures will be strictly enforced starting in November.
