Duncan: Çeku Was the Military Wing, While Thaçi and Krasniqi Carried Out Political Functions

During his testimony at The Hague, witness John Duncan stated that during the negotiations for signing the Demilitarization Agreement, Agim Çeku represented the military wing, while Hashim Thaçi and Jakup Krasniqi performed political roles.

“Çeku was the head of the military wing. Meanwhile, Mr. Thaçi and Mr. Krasniqi carried out political functions,” Duncan said, as reported by Betimi për Drejtësi.

Furthermore, Duncan emphasized that during the negotiations, he never saw Thaçi or Krasniqi engage in military discussions beyond political issues.

“From everything I saw in those negotiations, Mr. Thaçi and Mr. Krasniqi never entered into military matters. Not once did I see either of them involved in military issues. They only spoke about political aspects. Similarly, Mr. Çeku spoke only about military issues and never about political matters. So, a practical distinction must be made regarding this conversation and the roles they held,” Duncan explained.

Before this, Duncan had already made the division of these two branches of the KLA according to his perspective.

“The two branches had distinct roles, but I never said they were entirely separate bodies. It was difficult to clearly distinguish between those who had been active in operations on the ground or participated in combat and those who had chosen political functions. Meaning, you can’t cut that difference sharply with a knife. Certainly, you couldn’t have a strict division, but these were individuals who carried out different functions. That’s the best way I can explain to you that there was a political wing and a military wing,” he said.

According to him, there were individuals who initially participated in combat and later assumed political roles.

“In other words, it was typical for a guerrilla organization to make such a division. There were individuals who, at first, were more engaged in fighting, and later, over time, took on political roles,” Duncan added.
