Montenegro Sends Protest Note to Kosovo over Border Shooting Incidents

The Ministry of Foreign Affairs of Montenegro has sent a protest note to the Kosovo Embassy in Podgorica concerning firearm shots allegedly fired from Kosovo near the Montenegrin ski resort Hajlla-Shtedim, close to the border between the two countries.

According to Montenegrin authorities, Kosovo’s competent institutions have been requested to identify and prosecute the perpetrators of the incidents and report back on the measures taken. The ministry described the events as isolated incidents.

At least two separate incidents have caused damage to the infrastructure of Hajlla-Shtedim, located about 1.5 kilometers from the Kosovo border.

  • The first incident occurred in July 2024, resulting in damage to a cable car at the ski center. The Rozhajë Prosecutor’s Office opened a case.
  • The second incident took place on August 24, 2025, involving gunfire directed at a building within the ski center. Investigations by the Montenegrin police are ongoing, with the prosecutor expected to open a case after completion of inquiries.

The protest note follows repeated incidents recorded by the Rozhajë Police and officially notified to Kosovo’s ambassador on September 22.

Montenegro emphasized the importance of implementing three key bilateral agreements: the state border demarcation, the opening of the joint border crossing Kotlovi–Kuqishtë, and regulation of border traffic.

Kosovo’s Police in Pejë stated they have no information of security incidents on the border and that their focus is on maintaining public order rather than handling international incidents. Responses from Kosovo’s central police and government are pending.

Both countries signed the 2015 Border Demarcation Agreement, ratified by Montenegro that year and by Kosovo three years later.
