These ballots were submitted by voters outside Kosovo via postal voting between September 17 and October 11, 2025, collected on October 13 and 14 from 23 CEC postal boxes across 22 countries and Kosovo itself.

A total of 33,841 packages of postal ballots have been processed for verification to ensure they were sent by registered voters.
