Today marks 20 years since the passing of Kosovo’s historic President, Dr. Ibrahim Rugova, a central figure in the country’s political, cultural, and state-building history.

On this occasion, a series of commemorative activities are being held under the organization and patronage of President Vjosa Osmani. According to the Presidency, homages will be paid at President Rugova’s grave in Velania at 10:00, honoring his legacy and lifelong commitment to Kosovo.

Later in the day, at 12:00, under the patronage of President Osmani, a Memorial Academy will take place at the amphitheater of the National and University Library of Kosovo, marking the 20th anniversary of Rugova’s passing.

Additionally, the Democratic League of Kosovo (LDK), under the leadership of Lumir Abdixhiku, has announced the organization of a separate Memorial Academy in honor of the Founding Father of the Republic of Kosovo, to be held at 11:00 at the Red Hall of the Youth Palace in Prishtina.


Life and Legacy

Dr. Ibrahim Rugova passed away on January 21, 2006, and was laid to rest with full state and military honors. He was born on December 2, 1944, in the village of Cerrcë, Istog Municipality.

Rugova completed his primary education in Istog, secondary education in Peja, and later studied Albanian Language and Literature at the Faculty of Philosophy in Prishtina, where he earned a PhD in Literature in 1984. He spent nearly two decades as a researcher at the Institute of Albanology in Prishtina and served as editor-in-chief of the academic journal Gjurmime Albanologjike.

In 1988, he was elected Chairman of the Association of Writers of Kosovo, which soon became a powerful nucleus of intellectual and political resistance against the Serbian/Yugoslav communist regime.


Political Leadership and State-Building Role

On December 23, 1989, Rugova was elected President of the Democratic League of Kosovo (LDK), the first political party in Kosovo to openly challenge the ruling communist regime. Under his leadership, LDK rapidly became the leading political force, uniting the majority of Kosovo Albanians.

Under Rugova’s leadership, Kosovo laid the legal foundations of statehood, including:

  • The Declaration of Independence (July 2, 1990)
  • The proclamation of Kosovo as a Republic and adoption of its Constitution (September 7, 1990)
  • The 1991 referendum on independence and sovereignty

These milestones paved the way for Kosovo’s first multi-party parliamentary and presidential elections in May 1992, in which Ibrahim Rugova was elected President of the Republic of Kosovo by an overwhelming majority. He was re-elected in 1998.

Following the war, LDK won 58% of the vote in internationally sponsored local elections in October 2000, reaffirming Rugova’s political leadership.


International Recognition and Honors

President Rugova received numerous international awards, including:

  • The Sakharov Prize of the European Parliament (1998)
  • The European Prize by the Coudenhove-Kalergi Foundation (2004)
  • Honorary Doctorates from the University of Paris VIII and the University of Tirana
  • Honorary Senator of Europe (2004)
  • Peace awards from Denmark, Germany, Spain, and Italy, among others

His leadership was widely recognized for promoting democracy, peaceful resistance, and self-determination, even under extremely difficult circumstances.


On January 21, 2006, the heart of Kosovo’s first President, Ibrahim Rugova, stopped beating—but his legacy continues to shape the Republic of Kosovo.
