Hoti: Kosovo Expects Concrete Steps from Serbia on Missing Persons

Andin Hoti, head of the Kosovo delegation for missing persons negotiations, provided details following today’s Kosovo–Serbia talks.

Hoti emphasized that Kosovo expects Serbia to take concrete actions regarding missing persons, in line with the commitments outlined in the Declaration on Missing Persons.

“As stated by Kosovo’s Deputy Prime Minister Besnik Bislimi, today marked the first founding meeting of the Joint Commission on Missing Persons, after nearly three years of efforts and refusals from the Serbian side to implement the declaration adopted in Brussels,” Hoti wrote on his Facebook page.

He outlined Kosovo’s clear and direct demands, which include:

  • Full implementation of the Declaration on Missing Persons, including access to classified archives.
  • Processing the official request for archives, addressed to President Vučić, regarding the disbanded command of the 37th Motorized Brigade of the former Yugoslav Army.
  • Acceleration of work in priority locations and fulfillment of commitments from the three previous Working Group meetings, particularly Batajnica.
  • Establishing a general framework for the functioning of the Working Group, mediated by the ICRC, consistent with the Declaration and current realities, as well as other related issues.

The meeting was chaired by the European Union, as co-leader of the Joint Commission.

Hoti concluded by noting that Kosovo welcomes the next meeting, with the clear expectation that Serbia will present concrete and measurable steps in line with its obligations under the Declaration.
