EULEX Head: Northern Kosovo Stable, but Potential Tensions Remain

Giovanni Pietro Barbano, Head of the European Union Rule of Law Mission in Kosovo (EULEX), stated that security in northern Kosovo is currently stable and calm, but warned that challenges and potential triggers for tension remain. He emphasized that local authorities must address these issues through dialogue.

Although EULEX no longer has an executive mandate, Barbano clarified that the mission serves as a second-line security responder, providing support to Kosovo Police in case of serious disturbances, while prioritizing mediation, negotiation, and dialogue.

On recent elections and vote manipulation, Barbano noted that it is positive Kosovo institutions are able to identify and address irregularities, highlighting the resilience of its democratic system. He also stressed the importance of rapid parliamentary formation and establishment of a functional government to ensure long-term institutional stability.

Regarding the rule of law, EULEX continues to monitor Kosovo’s justice system, noting ongoing challenges in high-profile case management, corruption cases, juvenile justice, domestic violence, and enforcement of hate speech regulations. Collaboration with Kosovo Police and KFOR remains key to ensuring readiness and coordinated responses to potential incidents.
