ZRRE Reviews NEMO Revenues and Fees for 2026–2028, No Increase in Tariffs Planned

The Energy Regulatory Office (ZRRE) held its first board meeting for 2026, during which it reviewed the proposal for NEMO’s revenues and fees for the period 2026–2028, emphasizing that the tariff list for Kosovo is proposed to remain unchanged and that there will be no increase in energy fees, reports Ekonomia Online.

Muharrem Gashi, Head of the Tariffs Department at ZRRE, stated that the proposed allowed revenues include standard regulatory components such as operational costs, capital investment-related costs, depreciation, working capital, and license fees. He added that the proposed revenue values for Kosovo are:

  • €669,028 for 2026
  • €712,410 for 2027
  • €835,613 for 2028

He noted that the revenue structure is primarily dominated by operational costs.

“ZRRE has received ALPEX’s application for determining NEMO’s revenues and fees for the period 2026–2028. After analyzing the application from a technical, financial, and legal perspective, ZRRE also conducted a public consultation process, producing a consultative report published on the ZRRE website in December 2025. During this period, there were no comments from stakeholders or from ALPEX.

The review was carried out in accordance with the Law on the Energy Regulatory Office, the Law on Electric Energy, and the methodology for determining the fees of the licensed electricity market operator NEMO. This legal basis gives ZRRE the authority to approve allowed revenues and tariff structures.

The proposed allowed revenues include standard regulatory components, such as operational costs, capital investment costs, depreciation, working capital, and license fees. The proposed revenue values for Kosovo are €669,028 for 2026, €712,410 for 2027, and €835,613 for 2028. The structure is largely dominated by operational costs. This increase is not due to a rise in tariffs, but rather reflects an increase in energy volume and unit costs,” Gashi explained.

Gashi further clarified that these fees do not represent electricity prices on the exchanges, as market prices are formed automatically by the trading platform based on supply and demand from market participants on a daily and hourly basis.

“The NEMO fee list for Kosovo is proposed to remain unchanged compared to the previous period and continues to apply to the market. It is important to clarify that ALPEX fees apply only to services provided to exchange members, including annual fees, administrative fees, variable trading fees, and clearing fees. These fees do not reflect electricity prices on exchanges, which are automatically determined by the trading platform based on the supply and demand of market participants every day and hour,” he said.
