The New York State Senate has approved a resolution commemorating the 18th anniversary of the independence of the Republic of Kosovo, reaffirming support for the country and its people ahead of the February 17 national holiday.
The resolution, sponsored by Senator Jessica Scarcella-Spanton along with dozens of bipartisan co-sponsors, formally honors the historic declaration of independence proclaimed on February 17, 2008.
The document highlights Kosovo’s progress as one of Europe’s youngest states, while also emphasizing the strong friendship and strategic partnership between the United States and Kosovo. It further recognizes the significant contribution of the Kosovar community to cultural diversity and economic development in New York State.
During the vote, a majority of senators joined in recognizing Kosovo’s historical achievements and its role in promoting democratic values and regional stability, sending what officials described as a clear message of support for the Kosovar people.
Recognition of Kosovo’s Historical and Political Development
The resolution acknowledges that Kosovo declared independence from Serbia in 2008 following the 1998-1999 conflict, which ended after the NATO military intervention in March 1999, leading to the withdrawal of Yugoslav forces from the territory.
It also highlights Kosovo’s historical roots, referencing Dardania as an early political entity connected to the region’s ancient history, and stresses the country’s ongoing efforts to strengthen democratic institutions, rule of law, and economic opportunities for its citizens.
Strengthening U.S.–Kosovo Relations
The New York Senate underlined that the long-standing partnership between the United States and Kosovo is built on shared democratic values, mutual respect, and strong bilateral cooperation.
Lawmakers also praised the Kosovar diaspora in New York, noting its role in enhancing cultural life, supporting economic growth, and advocating internationally for Kosovo’s recognition and development.

In the resolution, the legislative body expressed its commitment to honoring Kosovo as “a friend, partner, and ally,” while celebrating its achievements and supporting its future aspirations.
Senator Scarcella-Spanton also reaffirmed her support, stating she is proud to represent a strong Kosovar community in her district and remains committed to celebrating its culture and traditions.
