In anticipation of International Civil Service Day, the Speaker of the Assembly and Acting President of Kosovo, Albulena Haxhiu, hosted a high-profile reception this morning with the permanent administrative staff of the Assembly of the Republic of Kosovo.

The morning meeting was organized to directly acknowledge the technical and administrative workforce that maintains the legislative pipeline during an intensely active political period.

“The daily commitment, professionalism, and institutional dedication of our civil servants form the critical spine for the efficient functioning of our country’s primary state organs,” Haxhiu stated during the gathering.

Securing State Continuity Amid Transition

The interface between political leaders and bureaucratic staff has taken on heightened significance following the recent snap elections. Haxhiu emphasized that while political leadership changes through democratic cycles, the underlying public administration remains the essential anchor for institutional continuity and state stability in Kosovo.

The discussions focused heavily on continuing Public Administration Reforms (PAR) to insulate state workers from political leverage, enhancing internal structural capacities, and streamlining technical support for incoming members of parliament.

The parliamentary session concluded a broader week of state recognitions for public sector employees, occurring parallel to digitalization initiatives pushed forward by the executive branch to align Kosovo’s institutional frameworks with European Union governance benchmarks.
