Acting Minister of Infrastructure and Transport Dimal Basha has announced that the new Administrative Instruction on the issuance of the Professional Competence Certificate (PCC/CKP) will enter into force on June 9.
In a post on Facebook, Basha described the move as good news for truck and bus drivers involved in international transport.
According to him, once the instruction takes effect next week, the certification process for new drivers seeking the Professional Competence Certificate (CKP) will finally be unblocked, removing long-standing administrative obstacles.
Basha’s Statement
Basha said that since taking office, he had received numerous complaints from drivers and transport operators regarding difficulties caused by the lack of a clear legal framework for issuing the Professional Competence Certificate.
He noted that this situation had led to fines for many drivers and complications when crossing international borders.
To address the issue, the ministry immediately established a working group and mobilized professional capacities to treat the matter as a priority. As a result, the Administrative Instruction amending and supplementing Administrative Instruction (MMPHI) No. 15/2024 was drafted, finalized, and signed.
From next week, when the instruction officially enters into force, the certification process for first-time drivers will resume, ending a problem that has affected the transport sector for an extended period.
