French Envoy: Kosovo and Serbia Not Doing Enough to Implement Ohrid Agreement

Belgrade, Serbia – November 2024René Troccaz, France’s Special Envoy for the Western Balkans, expressed concerns over the slow progress in the normalization of relations between Kosovo and Serbia. In his remarks at the Security Forum in Belgrade, Troccaz pointed out that while France has played a key role in sponsoring the Ohrid Agreement, both parties have failed to take sufficient steps toward its full implementation.

Kosovo and Serbia: Slow to Implement Brussels-Ohrid Agreement

Troccaz noted that while the European Union brokered the Brussels-Ohrid Agreement to help Kosovo and Serbia address their disputes, the two countries have not made significant progress in fulfilling the terms outlined in last year’s agreement. The envoy emphasized that both Kosovo and Serbia need to do more to achieve lasting peace and stability in the region.

“Both sides must work together to normalize the situation,” Troccaz said. “The EU has facilitated the Brussels-Ohrid Agreement, which provides a framework for dialogue to overcome the challenges both sides face. We know what those challenges are, and it is crucial that both parties avoid any unilateral actions that could derail the process.”

Troccaz also reaffirmed France’s commitment to supporting the EU’s mediation efforts, underlining that the EU continues to play an essential role in helping both countries navigate their complex relations.

The Role of the EU and France in the Dialogue

Troccaz further elaborated that the EU‘s role in the dialogue is indispensable, as it provides the necessary framework for discussions on the normalization of relations between Kosovo and Serbia. He called on both sides to refrain from actions that could worsen the situation, urging them to remain committed to a peaceful and constructive dialogue.

“Both parties need to work together constructively, with the EU helping them overcome the obstacles they face,” Troccaz emphasized. “We are here to help, but ultimately, it is up to Kosovo and Serbia to take the necessary steps.”
