Haxhiu Delays Convening Kosovo Assembly to Give Parties Time for Presidential Deal

Kosovo’s Acting President, Albulena Haxhiu, has decided not to rush the convening of the new parliament’s constitutive session. Instead, her office confirmed she will utilize the maximum constitutionally allowed timeframe to give political parties sufficient space to negotiate a deal on electing the country’s next president.

Under Kosovo’s legal framework, the constitutive session of the Assembly must be summoned within 30 days of the official certification of election results. For the current cycle, this absolute deadline falls on August 7, 2026.

The Strategy: Avoiding Another Political Blockade

In a statement provided to RTV21, the President’s Office explained that Haxhiu’s decision is a calculated move to prevent the country from slipping back into institutional paralysis.

Once the Assembly is officially constituted, a strict 60-day countdown to elect a new President automatically begins. Convening parliament too early without a pre-negotiated political consensus could trigger a constitutional crisis if the deadline expires without a winner.

“Given that the 60-day deadline for electing the President begins on the day the Assembly is constituted, Acting President Haxhiu believes that political parties must be given the necessary time and space for talks and to reach the agreement the country needs… She is acting within her constitutional powers, aiming for the new Assembly to be constituted with a realistic perspective for institutional creation and to avoid another blockade.”

A Year of Political Exhaustion

Kosovo has gone through an intense period of political instability, having held three general elections in less than a year and a half—a period widely regarded by analysts as a lost timeframe for the country’s economic and structural development.

Following the latest elections, Albin Kurti, the leader of the Vetëvendosje Movement (LVV), indicated he would wait for the final certification of results before initiating formal coalition and presidential negotiations with other political entities.

By pushing the parliamentary session closer to the August 7 limit, the Presidency hopes leaders will enter the assembly hall with a finalized roadmap for both the new government and the presidency, securing long-term institutional stability.
