Kosovo President Justina Shiroka-Pula has returned to the Assembly for reconsideration a law amending the legislation governing the Kosovo Specialist Chambers and Specialist Prosecutor’s Office, following a request from the Democratic Party of Kosovo (PDK).

In an official statement, the PDK Parliamentary Group said it had formally asked the president to return Law No. 11/L-001, which amends and supplements the Law on the Specialist Chambers and Specialist Prosecutor’s Office, for further review.

The party said the request followed extensive consultations and was intended to allow certain provisions to be refined and strengthen the law’s legal certainty, in the interest of the state and the full protection of the constitutional rights of former Kosovo Liberation Army (KLA) members standing trial before the Specialist Chambers in The Hague.

The PDK reaffirmed its support for the legislative initiative, stressing that defending the KLA, the values of the liberation war and former fighters facing proceedings in The Hague remained a non-negotiable responsibility.

PDK Calls for Final Review Without Unnecessary Delays

According to the party, most of the law has already been finalized. The requested reconsideration is intended to ensure a final professional review and address any provisions that could hinder its implementation.

The PDK emphasized that the request was for the law to be returned to the Assembly, rather than to the government or for the legislative process to begin from scratch.

The party called on experts who have expressed their willingness to contribute, including the Ombudsperson, to submit concrete proposals.

The PDK said it expected the Assembly to approve the law again within a few weeks, recalling that it had initially been adopted on October 6, 2026.

It also thanked those who had supported the initiative and those prepared to contribute to completing the legislation.

Appeal Strategy and Legal Support to Continue

Alongside the legislative process, the PDK said it would continue working towards a coordinated state strategy for appeals, securing the necessary funding and providing professional support for the defence of former KLA members.

The party stressed that support for appeals and the finalization of the law should proceed simultaneously.

“Readiness to improve the law is in no way a withdrawal from it,” the PDK said, reaffirming its commitment to ensuring the legislation enters into force.

The party added that it would stand by its initiative, the demands of citizens and its commitment not to abandon former KLA members facing proceedings in The Hague.
