In a major regulatory shift aimed at maximizing voter turnout and digital accessibility, the Central Election Commission (CEC) of Kosovo has drastically streamlined voting accessibility for citizens over the age of 80.
Announced by CEC Spokesperson Valmir Elezi on Tuesday, May 26, 2026, the updated mandate removes traditional bureaucratic medical requirements, allowing elderly citizens to cast their ballots from their own homes using designated state mobile voting teams.
Removing the Medical Barrier for Octogenarians
Under the newly instituted rules, voters aged 80 and older are officially classified under the Special Needs Voters (SNV) registry without being forced to provide official medical proof of physical disability or clinical diagnoses.

This structural shift bypasses the rigorous barriers implemented prior to the December 2025 general legislative elections. To register online, elderly applicants now only need to submit a clear, real-time photograph of themselves alongside their valid national identification document.
Out of Kosovo’s 1,959,962 domestic registered voters, roughly 54,000 citizens fall into the over-80 age bracket. The CEC projects this procedural relaxation will significantly reduce disenfranchisement among elderly demographics lacking current clinical documentation.
Operational Guidelines and Firm Deadlines
The general mobilization of mobile voting teams is scheduled for Election Day on Sunday, June 7, 2026. Hundreds of targeted mobile election units will deploy across every municipality in the Republic of Kosovo to bring voting booths directly to the registered doorsteps and healthcare facilities of approved voters.
To manage this complex logistical undertaking, the CEC has operationalized an online portal ([https://vpnv.kqz-ks.org](https://vpnv.kqz-ks.org)). The state has split special circumstance voting into three specific, non-extendable application tiers:
| Category | Description | Registration Window | Registration Protocol |
| I. Special Needs Voters | Homebound individuals suffering from age-related, chronic physical, or health-based impairments. | May 22 – May 31, 2026 | Available online via the portal or physically at local Municipal Election Commissions (MEC). |
| II. Institutionalized Voters | Hospitalized patients, residents of elder care facilities, mental health facility patients, and incarcerated individuals. | May 22 – June 1, 2026 | Collaboratively registered by the CEC and target facilities; individual digital backup options exist. |
| III. Restrained Circumstances | Citizens under official state witness protection programs, safety risks, or localized house arrest. | May 22 – May 31, 2026 | Coordinated directly between the CEC and the Ministry of Internal Affairs/Judiciary. |
The online registration platform is set to automatically close at midnight on May 31 for categories I and III, while institutional registrations will terminate on June 1 to allow the CEC sufficient time to chart secure transit routes for mobile ballot boxes.
