The Kremlin stated on Tuesday that the war in Ukraine could end at any moment if Kyiv takes “responsibility and makes the necessary decision,” according to its spokesperson.
“Kiev is well aware of the decisions that need to be made,” Kremlin spokesman Dmitry Peskov said during a press briefing.
He added that Russia has continued its “special military operation” following a three-day ceasefire proposed by U.S. President Donald Trump, which expired at 21:00 GMT on Monday, local time.
“The humanitarian ceasefire has ended and the special military operation continues,” he said.
Regarding a possible meeting between Russian President Vladimir Putin and Ukrainian President Volodymyr Zelensky, Peskov said talks are possible not only in Moscow but “anywhere else.”
“There is only sense in meeting elsewhere if the settlement process is fully finalized. And to finalize it, much more groundwork still needs to be done,” he added.
On Sunday, Russian presidential aide Yury Ushakov said that the resolution of the Ukraine conflict would remain stalled even after dozens of negotiation rounds if Ukraine does not withdraw its troops from Donbas.
Since the start of the conflict in February 2022, Russia and Ukraine have held multiple rounds of peace talks, including some mediated by the United States in early 2026, but no breakthrough has been achieved due to fundamental disagreements over territory.
