NATO leaders concluded their two-day summit in Ankara by adopting a joint declaration outlining six key priorities for the Alliance, reaffirming its commitment to collective defense, increased military investment, support for Ukraine, and regional security.
1. Commitment to Collective Defense
The declaration reaffirms NATO’s unwavering commitment to collective defense under Article 5 of the Washington Treaty.
“An attack against one is an attack against all.”
Allies emphasized that unity, solidarity, and collective strength remain the foundation of peace, security, and prosperity for the Alliance’s one billion citizens.
2. Russia Described as NATO’s Greatest Long-Term Threat
NATO identified Russia as the Alliance’s most significant long-term threat to Euro-Atlantic security and stability.
The declaration states that European allies and Canada increased defense investments by more than $139 billion during 2025. More than $50 billion in new military procurement was also announced in Ankara, alongside commitments to expand defense production and strengthen cooperation with the defense industry.
3. Europe and Canada to Assume Greater Defense Responsibilities
The declaration highlights that European allies and Canada, working alongside the United States, will take on greater responsibility for NATO’s collective defense.
The Alliance pledged further investments in advanced military capabilities, including:
- Long-range precision strike systems
- Integrated air and missile defense
- Uncrewed systems
- Artificial intelligence
- Space and cyber capabilities
4. Continued Support for Ukraine
NATO reaffirmed its unwavering support for Ukraine in defending its freedom, sovereignty, and territorial integrity.
For 2026, allies committed €70 billion in military equipment, assistance, and training, while also pledging to maintain at least the same level of support in 2027.
The declaration welcomes the European Union’s decision to provide multi-year financial assistance to Ukraine. However, it does not mention future NATO membership for Ukraine.
5. NATO: Iran Must Never Obtain Nuclear Weapons
Regarding the Middle East, NATO reiterated that Iran must never possess nuclear weapons.
The Alliance also called on Iran to fully respect freedom of navigation through the Strait of Hormuz amid ongoing regional tensions.
6. Thanks to Türkiye
In the final point of the declaration, NATO members expressed gratitude to Türkiye for hosting the summit and said they look forward to the Alliance’s next meeting.
