The Albanian Minister of Economy and Innovation, Delina Ibrahimaj, has clarified that the government has not yet approved or received a final development layout for the highly debated tourism project in the protected area of Zvërnec.

Speaking to members of the press following a cabinet meeting, Ibrahimaj clarified that the state is strictly in an interim study and design phase, working closely with landscape architects and environmental engineers to thoroughly assess the ecological feasibility of any future construction.

The coastal enclave of Zvërnec, situated near Vlora, is renowned for its fragile ecosystems, sand dunes, and the historic 14th-century St. Mary’s Monastery. Because of its ecological sensitivity, the potential development has faced localized civic protests and intense public scrutiny.

Navigating Environmental Safeguards vs. Economic Windfalls

While Ibrahimaj acknowledged that a massive financial injection of this scale would bring unprecedented economic benefits to Albania’s roaring tourism sector, she maintained that state approval is entirely conditional on European Union ecological benchmarks.

The minister revealed that an initial proposal valued at €4 billion had previously been rejected by state planners due to severe projected environmental hazards. However, the immense scope of the proposed foreign direct investment—reportedly backed by Qatari investors and structured entirely on private land purchases—remains on the government’s radar if reworked sustainably.

“There is no final project for the development of the Zvërnec zone yet. The Albanian government does not have a finalized plan to share with the public. The moment an official proposal is delivered to us, it must satisfy every single environmental condition. It is our goal for a project of this financial magnitude to enter Albania because of its incredible impact on tourism, but it must proceed strictly within EU parameters and with complete public transparency. The very reason investors want to come to Zvërnec is its pristine nature; therefore, it is in their own best interest that this nature is fully protected.”
