President Vjosa Osmani has expressed readiness to meet with Avni Dehari, the acting chair of the Kosovo Assembly’s constitutive session, and leaders of parliamentary parties, in an effort to break the current political stalemate.
In a letter sent to Dehari, Osmani stressed her constitutional responsibility and said she is open to facilitating a dialogue on the “path forward”, should the parties consider such a meeting necessary.
“As President and Head of State, within the framework of my constitutional competences, I express my willingness to meet with you and the leaders of the parliamentary political parties to discuss the way forward, if such a thing is deemed necessary,” she wrote.
This offer comes amid growing concern after the constitutive session of the Assembly failed due to a lack of votes on the report verifying quorum and deputies’ mandates. Without this step, the Assembly could not proceed to the swearing-in of members or the election of the Speaker and Deputy Speakers.
In her letter, Osmani reiterated the constitutional and procedural obligations that require the session to continue within 48 hours of its interruption, citing Articles 4 and 84 of the Constitution, along with the Rules of Procedure of the Assembly.
“You are obligated to resume the constitutive session no later than 48 hours from its interruption,” she reminded Dehari.
Osmani’s initiative reflects increasing pressure on political leaders to avoid further institutional paralysis and reach an agreement that respects democratic norms and legal obligations. With time running out, all eyes are now on whether parliamentary leaders will accept the invitation and unlock the gridlock.
