In a major step forward for Western Balkan integration, Montenegro will temporarily close two critical negotiation chapters today during an Intergovernmental Conference with the European Union in Brussels: Chapter 8 (Competition) and Chapter 29 (Customs Union).

With this legislative progress, Montenegro firmly consolidates its position as the frontrunner in the EU accession race, having now successfully closed 18 out of 33 negotiation chapters.

A Historic Day for EU Enlargement

Irish Minister for European Affairs Thomas Byrne hailed the day’s diplomatic activity on social media, calling it “Super Tuesday.”

According to Byrne, today marks the highest number of intergovernmental conferences on EU enlargement held in a single day since 2002, sending a powerful, positive signal to all candidate nations.

Beyond Montenegro’s advancement, several other major milestones are expected today in Brussels:

  • Ukraine and Moldova: Expected to officially open Cluster 6 of their negotiation frameworks.
  • Albania: Set to temporarily close three key chapters: Chapter 25 (Science and Research), Chapter 26 (Education and Culture), and Chapter 30 (External Relations).

Montenegro’s Accession Progress

Montenegro’s progress reflects a renewed momentum in the EU’s enlargement policy. By tackling two highly technical and demanding areas—competition policy and customs integration—the country has demonstrated its readiness to align with the EU’s single market standards.

ChapterFocus AreaImpact of Closing
Chapter 8CompetitionEnsures state aid controls, anti-trust laws, and fair market practices align with EU standards.
Chapter 29Customs UnionAligns border control procedures, tariff systems, and customs legislation directly with EU regulations.

This dual closure serves as an encouraging template for neighboring Western Balkan states, proving that institutional reforms can yield tangible progress toward full EU membership.
