This decision was made to facilitate the registration process for these voters.
The CEC has activated an online platform: https://vpnv.kqz-ks.org/.
According to the CEC, voters with special needs include the following categories:
- People with illnesses or disabilities that prevent them from leaving their homes;
- People with limited mobility in institutions such as hospitals, nursing homes, and shelters;
- People in special circumstances who cannot go to the polling station for security reasons or are under house arrest.
To enable voting for those registered as voters with special needs, the CEC will deploy mobile teams in every municipality of the Republic of Kosovo on February 9, 2025.
