Pastor Mark Burns, an informal religious advisor to U.S. President Donald Trump, is currently on a high-profile visit to the Visoki Deçan Monastery—a landmark 14th-century Serbian Orthodox monastery in western Kosovo protected as a UNESCO World Heritage site.
According to an official communique from the Serbian Orthodox Church (SPC), the Abbot of Deçan Monastery, Sava Janjić, personally guided Burns through the medieval complex, briefing him on the site’s rich spiritual history, deep cultural significance, and the ongoing security challenges facing the monastic community.
A Mission Centered on Reconciliation
Burns crossed into Kosovo on July 5, 2026, following a sequence of regional meetings. Accompanied by Serbian Patriarch Porfirije, his first stops included the historic Patriarchate of Peć before moving south toward Deçan.
Taking to the social media platform X, the American pastor clarified the intent behind his multi-day diplomatic and spiritual itinerary in the Western Balkans:
“I have not come to deepen divisions. I have come to listen, to pray, and to support peace, reconciliation, and healing throughout Kosovo and the Balkans. May God protect every family, every church, every monastery, and every community striving to live in peace.” — Pastor Mark Burns, Religious Advisor to U.S. President Donald Trump
Prior to entering Kosovo, Burns’ regional tour included a stop on July 4 in Bratunac, located within Bosnia and Herzegovina’s Republika Srpska entity, where he attended a 34th-anniversary commemoration service for local Serbian victims of the 1990s Podrinje regional conflicts. This followed a formal audience with Patriarch Porfirije at the SPC Patriarchate in Belgrade on July 3.
Context: The Geopolitical Framework of Religious Heritage
The visit comes at a sensitive time for local diplomacy, as the status and safety of Serbian Orthodox heritage sites remain key sticking points in the EU-mediated Belgrade-Pristina dialogue.
┌── Washington Agreement (2020): Guarantees protection & court enforcement.
RELIGIOUS LEGAL BASES ─┼── Ohrid Annex (2023): Explicitly calls to formalize the status of the SPC.
└── EU Framework: Asserts additional protection layers are legally binding.
The preservation of these sacred spaces is anchored in several international agreements:
- The Washington Agreement (September 2020): Signed at the White House in the presence of President Trump, both parties committed to protecting religious freedoms, reviving interfaith dialogue, and fully implementing local court rulings protecting SPC property rights.
- The Ohrid Agreement & Implementation Annex (2023): This EU-facilitated framework explicitly outlines that Kosovo must ensure an elevated, formal level of structural protection for the landmarks and cultural heritage of the Serbian Orthodox Church.
While Pristina and Belgrade have not formally signed the 2023 pathway document, the European Union maintains that its provisions are legally binding for both capitals. Rumors emerged in late 2025 suggesting the SPC was quietly negotiating a direct “Fundamental Agreement” with Kosovo’s central institutions, though these claims were swiftly and firmly rejected by the Diocese of Raška and Prizren.
