Serbian President Aleksandar Vučić has once again sparked regional outrage by openly defending Milan Radoičić, the mastermind behind the deadly September 2023 Banjska terrorist attack.

Speaking earlier this week, Vučić publicly stated that Radoičić is not being prosecuted for a terrorist act, but rather because of his actions regarding Kosovo. The statement comes despite an active Interpol Red Notice hanging over Radoičić, alongside recent intelligence reports indicating he is currently receiving physical protection from active members of the Serbian Gendarmerie (Žandarmerija).

A Protected Safe Haven in Belgrade

The political shielding extends beyond Radoičić to his close associate, Zvonko Veselinović. Both figures remain blacklisted by the United States and United Kingdom for heavy involvement in transnational organized crime and systemic corruption.

Despite taking full public responsibility for the paramilitary ambush in Banjska that resulted in the murder of Kosovo Police Sergeant Afrim Bunjaku, Radoičić faces no threat of a formal indictment inside Serbia. He continues to live freely, maintaining a registered luxury residence in Belgrade.

Prishtina Decries the Control of the Serbian Judiciary

For Kosovo government officials, Vučić’s blunt admission serves as absolute proof that the Serbian judicial system operates as an extension of the executive branch.

Security experts warn that this public endorsement acts as a state-sanctioned green light for extremist factions to target Kosovo law enforcement, safe in the knowledge that their actions will be cloaked in political immunity.

“Vučić is fundamentally ignoring Interpol’s mandate, demonstrating absolute disregard for the rule of law,” argued security expert Nuredin Ibishi. “This is a continuation of Serbia’s hybrid warfare against Kosovo. It sends a dangerous message to radical elements that they can attack police officers and escape accountability because their crimes will be reclassified as ‘political acts’ back home.”

Demands for Strict International Sanctions

Geopolitical analysts argue that the West’s reliance on diplomatic appeals has yielded no structural results. While both the European Union and the United States have repeatedly called on Belgrade to extradite or try the perpetrators, the current regime continues to stall.

While the masterminds remain insulated in Belgrade, the Basic Court of Prishtina recently handed down major sentences to three captured participants of the Banjska cell: Blagoje Spasojević and Vladimir Tolić received life sentences, while Dušan Maksimović was sentenced to 30 years in prison. The remaining 42 indicted individuals, spearheaded by Radoičić, are officially being tried in absentia.
