The chairman of the Munich Security Conference, Wolfgang Ischinger, has called on European leaders to transition from political rhetoric to tangible defense measures, urging clearer strategic plans to strengthen the continent’s security architecture amid growing global uncertainty.

In his closing remarks at the three-day forum, Ischinger emphasized that European nations are making progress in defense and appear prepared to shoulder a greater share of the security burden. However, he stressed that speeches and commitments alone are insufficient.

“What we need now is a plan – we need action,” Ischinger stated, urging members of the European Union to increase defense production and clarify mechanisms for strengthening collective security.

Deep Divisions Over Global Order

Ischinger warned that discussions during the conference revealed significant divisions regarding the state of the international order, raising doubts about whether Western nations still share common values and strategic rules.

Referring to the Munich Security Report, he noted that the global international system is facing serious deterioration. According to Ischinger, some leaders argued the system may already be beyond repair, while others advocated for renewal and restoration of international cooperation frameworks.

“This reflects the spectrum of views about where we stand – whether we are repairing, restoring, or possibly rebuilding something almost from scratch,” he said.

Call for Increased Military Support for Ukraine

Addressing the ongoing war involving Ukraine, Ischinger urged European allies to expand military assistance, particularly through additional air defense systems, while coordinating stronger sanctions against Russia.

He described the outcome of the conflict as an existential question for Europe’s future.

“How this war ends will determine, in more ways than one, the future of this continent,” Ischinger warned, expressing hope that allies remain united to ensure Ukraine’s success.

Growing Pressure on Europe’s Security Role

Ischinger’s remarks highlight increasing pressure on European nations to take greater responsibility for regional and global security, especially as geopolitical tensions intensify and long-term defense strategies remain under scrutiny.

Analysts note that while European governments have pledged increased defense spending in recent years, implementation gaps and policy disagreements continue to slow progress, raising concerns about the continent’s readiness to address emerging security threats.
