The Ministry of Internal Affairs of Kosovo says it highly values the findings of the Regional Cooperation Council report SecuriMeter 2025, which measures public opinion on security across six Western Balkan countries.

According to the ministry, the report confirms continued progress in Kosovo in the field of public safety and trust in institutions.

64% of citizens in Kosovo say they feel safe, placing the country at the top of the region in terms of perceived personal security, the ministry stated.

The report also notes that some Western Balkan countries have experienced a decline in the sense of safety, while Kosovo continues to stand out for stability and confidence in its security institutions.

High trust in police and army

The Interior Ministry emphasized that the report highlights strong satisfaction with police presence and patrols in public spaces, as well as the lowest level in the region of perceived unjustified interference by security institutions in private life.

According to the findings:

  • Trust in the police: 70.6%
  • Trust in the army: 74.6%

Officials say these figures demonstrate the professionalism and integrity of Kosovo’s security institutions.

Citizens feel Kosovo is safe to live in

The report also includes important economic and social indicators. According to the ministry:

  • 58.4% of citizens consider Kosovo a safe place to live.
  • 80.5% say they do not plan to emigrate, marking a significant increase compared with previous years.

Another key finding is that citizens in Kosovo show the lowest level of concern in the region regarding governance, corruption, and external influence, which the ministry says reflects improved perceptions of the fight against corruption and the strengthening of the rule of law.

Foreigners not seen as a security threat

The report also indicates that people in Kosovo generally do not view the arrival of foreigners as a threat to security or economic stability.

During 2024, authorities issued 8,293 residence permits to foreign nationals, including 3,974 for employment purposes, in line with existing legislation and European standards on migration management.

Strong support for EU and NATO integration

Another important conclusion of the report relates to Kosovo’s strategic orientation. According to the ministry:

  • 71.0% support membership in the European Union (European Union)
  • 90.8% support membership in NATO (NATO)

The ministry says these results confirm the clear pro-Euro-Atlantic orientation of Kosovo’s citizens.

The Interior Ministry concluded that it remains committed to further reforms in the security sector, strengthening the rule of law, and ensuring safety and equality for all citizens.
