Haxhiu: Parliament Cannot Convene Session to Elect President Without Candidates Backed by 30 Signatures

Kosovo’s Parliament Speaker, Albulena Haxhiu, stated that the Assembly cannot convene a session to elect the country’s next president unless there are officially nominated candidates supported by at least 30 MPs’ signatures. She made the remarks following a meeting of the Presidency of the Assembly, amid increasing public and political interest regarding the start of the election process.

According to Haxhiu, the leadership of the Assembly cannot proceed without formal nominations that meet constitutional requirements. Each candidate must secure 30 signatures from members of the 120-seat of Kosovo Assembly, and a single MP is allowed to sign in support of only one candidate. She noted that the process may include two or more candidates, potentially even three or four, depending on how MPs decide to distribute their support.

Haxhiu emphasized that the election of the president is a crucial institutional moment and should reflect responsibility, maturity, and cooperation among political parties. She called for sincere discussions and warned against repeating political blockades seen in the past.

Explaining the voting procedure, Haxhiu said the Constitution and the Constitutional Court’s ruling require 80 votes in the ballot box during the first two rounds of voting, while the third round requires a simple majority of 61 votes. According to her, this framework clearly encourages political consensus and makes it impossible for a single political side to elect the president on its own.

She added that ongoing talks among political parties are welcome and expressed support for any serious effort aimed at reaching a unifying candidacy. Haxhiu also warned that delays in the process or pushing the country into a new electoral cycle would create unnecessary political and institutional costs, stressing that citizens expect stability, reforms, and concrete results from institutions.

The Parliament Speaker reiterated that the Assembly Presidency will move forward with convening the session immediately once candidates with the required 30 signatures are formally submitted.
