Assembly Ratifies Amendment to EU IPA Program

The Assembly of Kosovo has approved the ratification of Amendment No. 3 to the Financial Agreement between the Republic of Kosovo and the European Union for the IPA 2018 Program, with 81 votes in favor, no abstentions, and no votes against.

Prime Minister Albin Kurti explained that the purpose of the amendment is to extend the implementation deadline for projects.

“Through this amendment, the final deadline for project implementation is extended to ten years from the date of the initial agreement. Since the agreement entered into force in 2015, the timeline is now prolonged accordingly,” Kurti stated.

He added that the request for extension came from the EU Office, which serves as the contracting authority for IPA projects in Kosovo, due to delays in implementation—particularly in the filter replacement project at the Kosova B Power Plant.

The agreement had initially set a six-year deadline, later extended to seven years through a previous amendment, but this was deemed insufficient to complete all projects.

Although the agreement was signed and approved by the Government in December 2024, the ratification process was delayed due to the dissolution of the Assembly. It was reapproved by the current government in February and has now been formally ratified by the Assembly.
