Kosovo Committee Approves Peacebuilding Board Agreement as Constitutionally Compliant

The Committee on Foreign Affairs and Diaspora has approved the draft law on the ratification of the agreement for Kosovo’s membership in the Peacebuilding Board, paving the way for its final adoption in the Assembly. The decision was taken unanimously, with expectations that the agreement will be approved before April 28, the deadline linked to the presidential election process and the risk of triggering new elections.

Earlier on Wednesday, a working group of the committee reviewed the agreement and agreed to endorse it in its original form, without amendments to paragraph two of Article 2, which had previously raised concerns during discussions two weeks ago.

Committee Chair Arbëreshë Kryeziu-Hyseni stated that the decision not to amend the draft was made to avoid any potential inconsistencies with the Vienna Convention and other international agreements governing such arrangements.

She explained that the delay in the process was intended to ensure compatibility with Kosovo’s legal framework and Constitution. Following a detailed analysis, the committee concluded that the draft law is fully aligned with both domestic legislation and constitutional provisions.

“We did not insist on changing paragraph two of Article 2. It was simply a consideration for better alignment with Kosovo’s legislation. However, since we cannot intervene in the substance of international agreements, we agreed to keep the law unchanged to avoid conflicts with international conventions,” Kryeziu-Hyseni said.

She did not confirm whether the agreement will be included in this week’s plenary sessions but emphasized that it will be voted on before the April 28 deadline.

Two weeks earlier, the committee had withheld approval, requesting additional clarifications regarding paragraph two of Article 2, which addresses the promotion of stability, the restoration of legitimate governance, and the assurance of sustainable peace in conflict-affected or threatened areas.
